Не відповідає технічним вимогам тендерної документації. Було встановлено, що учасник, у складі документів тендерної пропозиції, згідно до вимог тендерної документації не надав: 1.Копію поспорту на уповноважену особу підписувати документи тендерної пропозиції. 2.Гарантійний лист у складі тендерної пропозиції про строк дії тендерної пропозиції протягом 120 днів. Відсутній повний пакет документів щодо банківської гарантії. Крім того, учасник надав заповнений проект договору згідно до додатку №4 до тендерної документації. Проте, 28.12.2019 року до тендерної документації були внесені зміни. Дані зміни, у тому числі стосувались проекту договору, викладеного у Додатку №4 до тендерної документації. Таким чином, учасник надав заповнений проект договору не в останній редакції. Також, учасник у складі документів тендерної пропозиції не надав жодних документів, що підтверджують забезпечення тендерної пропозиції у формі електронної банківської гарантії. Тендерна пропозиція відхилена на підставі п.4. ч.1 ст. 30 Закону України «Про публічні закупівлі» - не відповідає умовам тендерної документації.
