При розробці та затвердженні тендерної документації, неправильно визначено предмет закупівлі, згідно ДК 021:2015 "ЄЗС". Дана помилка допущена при оприлюдненні річного плану та оголошенні про проведення даної закупівлі. У звязку з тим, що станом на сьогодні у Замовника відсутня технічна можливість у внесенні змін до річного плану закупівель, дана помилка не може бути усунута. Відповідно статті 31 Закону України "Про публічні закупівлі", Замовник відміняє торги в разі неможливості усунення порушень.
