Можлива попередня оплата за договором, виходячи з вимог Постанови КМУ від 04 грудня 2019 року № 1070 «Деякі питання здійснення розпорядниками (одержувачами) бюджетних коштів попередньої оплати товарів, робіт і послуг, що закуповуються за бюджетні кошти», терміном не більше ніж на один календарний місяць, лише щодо послуг, надання яких здійснюється протягом поточного бюджетного періоду. При цьому загальна сума коштів, на яку здійснюється попередня оплата помісячно не може сумарно перевищувати 30% від вартості річного обсягу послуг. Протягом одного місяця з моменту надходження коштів, як попередньої оплати, Виконавець підтверджує їх використання за призначенням «Актами приймання виконаних будівельних робіт» (форма № КБ - 2в) та «Довідками про вартість виконаних будівельних робіт та витрат» (форма № КБ - 3), підписаними уповноваженими представниками Сторін.

Розрахунки за надані послуги проводяться з Виконавцем після підписання Сторонами «Актів приймання виконаних будівельних робіт» (форма №КБ-2в) і «Довідок про вартість виконаних будівельних робіт та витрати» (форма №КБ-3), складених у відповідності з положенням чинних ДСТУ та СОУ, які складаються Виконавцем і подаються для підписання Замовнику не пізніше як за 5 робочих днів до кінця звітного місяця, або поетапної оплати Замовником наданих послуг.

За результатами розгляду тендерної пропозиції учасника Дочірнє підприємство «Рівненський облавтодор» Відкритого акціонерного товариства «Державна акціонерна компанія «Автомобільні дороги України» на відповідність вимогам тендерної документації, в т.ч. кваліфікаційним критеріям, встановленим у відповідності до статті 16 та вимогам встановленим у відповідності до статті 17 Закону України «Про публічні закупівлі» у редакції до 19.04.2020 року - тендерна пропозиція Дочірнє підприємство «Рівненський облавтодор» Відкритого акціонерного товариства «Державна акціонерна компанія «Автомобільні дороги України» не відповідає вимогам тендерної документації, оскільки: - в листі банка-гаранта АТ «БАНК СІЧ» від 23.04.2020 року №717/145 (див. файл «Дов_дка_13.pdf») відсутній строк дії наявного на рахунку Учасника грошового забезпечення (покриття грошовою масою), що є не меншим, ніж строк дії гарантії, під яку надано Учасником це грошове забезпечення (покриття грошовою масою), що не відповідає умовам п.2 Розділу ІІІ тендерної документації. Враховуючи зазначене запропоновано не допустити до аукціону тендерну пропозицію Дочірнє підприємство «Рівненський облавтодор» Відкритого акціонерного товариства «Державна акціонерна компанія «Автомобільні дороги України» та відхилити тендерну пропозицію, як таку що не відповідає вимогам тендерної документації на підставі пункту 4 частини 1 статті 30 Закону України «Про публічні закупівлі» у редакції до 19.04.2020 року.
