Затвердження постійного кошторису, за яким видатки по даному предмету закупівлі збільшено у межах 235 000 грн., у зв"язку з чим виникла об’єктивна необхідність у проведенні відкритих торгів, з урахуванням статті 2 Закону України «Про публічні закупівлі» та з метою уникнення поділу предмету закупівлі на частини. Прийняття Верховною Радою України змін до Закону України «Про Державний бюджет України на 2020 рік» від 13.04.2020 року.
