В зв’язку із змінами в законодавстві, а саме: Введення в дію Закону України від 19.09.2019 року №114-IX «Про внесення змін до Закону України "Про публічні закупівлі" та деяких інших законодавчих актів України щодо вдосконалення публічних закупівель», який вступив в дію 19.04.2020 року та в зв’язку з тим, що Сторони не встигли укласти договір за результатами допорогової закупівлі до 19.04.2020 року.
