1. В порушення пункту 1.5. розділу 3 Тендерної документації «Інструкція з підготовки тендерної пропозиції» учасник не наклав електронний цифровий підпис (ЕЦП) або кваліфікований електронний підпис (КЕП) на пропозицію (якщо учасник надає в складі тендерної пропозиції хоча б один сканований документ) на тендерну пропозицію. 2. В порушення вимог таблиці 3 Додатку 1 до тендерної документації Учасник не надав інформацію згідно пункту 12 частини першої статті 17 Закону. Враховуючи вищевикладене, тендерна пропозиція учасника China Harbour Engineering company Ltd підлягає відхиленню на підставі абзацу 2 та 3 пункту 1 частини першої статті 31 Закону України «Про публічні закупівлі» (наявні підстави, встановлені частиною першою статті 17 цього Закону; учасник процедури закупівлі не відповідає встановленим абзацом першим частини третьої статті 22 цього Закону вимогам до учасника відповідно до законодавства).
