UGV is separated the tender of design from the tender of procurement that as we think is creating a problems. Our understanding is that the UGV will not combine them into one, is that right? If the design and procurement bids are processing in parallel, it would be hard for participants to calculate procurement price without completed unified design package because there might be various design results of the equipment from different design companies, which would affect the equipment procurement price a lot. Therefore, we suggest to arrange it with two steps. First step is to selects one company to do design work first. After design work is done, the step two is to invite the bid of equipment procurement part.
